ABSTRACT

The researcher critically looks at developing a system that will enable administrative offices to keep adequate record of all the sent, received and lost articles or letters. Articles and letters are some of the vital ingredients of life and information technology. It is quite obvious, that any organization or group that does not communicate or use medium, of communication is assumed to be a dead or lifeless organization, the earliest people survived because these medium of communication was in existence and to the most important part of it, it was the only medium of communication before the advent of radios, telephone, televisions etc. These medium of communication has contributed a lot to the world of information technology (IT) which is the most lucrative and vibrant field of life and endeavor. In the course of disseminating information through articles and letters, it is quite obvious that some will get lost due to human and environmental factors. The software was developed used visual basic 6.0 programming language. Visual basic 6.0 was chosen as a result of its easy syntax and structure for developing windows based application.

In the course of disseminating information through articles and letters, it is quite obvious that some will get lost due to human and environmental factors. These human factors could be as a result of the carelessness of the officers in charge or misplacement.

On the other hand, the environmental factors could be rain fall, fire outbreak i.e. environmental hazards that are beyond the control of main at the time of occurrence. This chapter cortically looks at the background of the study as it affects lost articles and letters reconciliation system. It also looks at the statement of problem i.e. what prompted the research.

It also looks at the purpose of the study. It also takes into consideration the scope of the study. It also looks at the limitations of the study finally; it looks at the terms as was used in the research work.

1.2 BACKGROUND OF THE STUDY
This project research focuses attention on the Nigerian postal services as its case study Nigerian postal services abbreviated as NIPOSI, is a government owned and operated corporation, it is the Nigerian postal administration responsible for providing postal services in Nigerian. It has more than 20,000 employees and runs more than 5,000 post offices. The Nigerian postal services also have the following business ventures, EMS, Bulk post venture, NIPOSI central workshop e.t.c it was founded in Nigeria in 1987 to deliver first class mails, domestic mails, logistics etc.
1.3 STATEMENT OF PROBLEM
It has been discovered by the project researcher, that there are some lapses that emanate from the ordinary or manual way of handling articles and letters. These lapses are mainly found in offices were large volume of files or mails are being processed. This results to lost articles or letters written for special purpose. All these made the researcher to think of a system that could reconcile all lost articles and letters.

1.4 PURPOSE OF THE STUDY
The researcher critically looks at developing a system that will enable administrative offices to keep adequate record of all the sent, received and lost articles or letters.

1.5 SCOPE OF THE STUDY
This project work will involve the design and implementation of a lost articles and letters reconciliation system for Nigerian postal services (NIPOST). Due to the vast nature of the project topic, the researcher limited the scope to Nigerian postal services so as to achieve maximum efficiency for the worth.

1.5 LIMITATION OF THE STUDY
The major limiting factors or constraints encountered in the cause of this research were the initial difficulty in grasping the knowledge and understanding of this research field which was quite alien to the researcher. Though, this was overcame within a short period of time. Also, obtaining materials for the research was also one of this most difficult thing or constraint encountered by the researcher. The areas seem to be devoid of research. No paper seminars or even books written on this field.
Finally, obtaining information from the case study was hectic because of the hierocratic nature of government owned agencies.
1.6 DEFINITION OF TERMS
During this project research, the following terms will be frequently used:
 Articles: A piece of writing about a particular subject in a newspaper, magazine etc.
 Letters: A message that is written down or printed on paper and usually put in an envelope and sent to somebody.
 Computer: An electronic machine that can store organize and find information, do calculation and control other machines.
 Software: Set of instructions that tell the computer what to do.
 Files: A box or folded card that is used to store loosed papers
 Reconciliation: An end to disagreement and the start of a good relationship.
 Hardware: The mechanical part of the computer.
 Database: A collection of interrelated data started with controlled redundancy to serve one or more application.
