This study is designed to X-ray the activities and the impact of government regulatory agencies and National Development focusing on National Drug Law Enforcement Agency NDLEA. In the course of this research, the researcher adopted the survey method. 250 questionnaires were distributed to the staffs of the agency and other citizen of Nigeria and 190 were returned. The questionnaires were distributed, analyzed by the aid of simple percentage. On the course of the research findings, the investigator discovered that the agency was in the business of elimination and preventing drug addiction and safeguarding the health of the nation. Similarly, the activities of the agency are impeded by unexpected drug traffickers’ activities, insecurity of staff, and low level of education, betrayal or sabotage from the public an inability to report drug traffickers among others. In the light of the findings, the researcher recommends that laws on drug addiction and most importantly, the agencies and banks should partner with NDLEA to checkmate to drug traffickers. The agencies and its antecedents should embark on massive enlightenment campaign to forestall dry traffickers and quackery. In conclusion, all hands must be on desk, Nigerians should put a stop to drug trafficking and spread of sub-standard product in Nigeria market.



1.1 Background of the Study
There is no gain saying that government regulatory agencies are fundamental to the subtraction of national development. According to Merrian Websters Collegiate Dictionary, government agency is an establishment engaged in doing business for another or an administrative division of government.
Government agency equally entails any executive department, commission; independent establishment and corporation; wholly or partly owned by the government. In order to conduct the business of the government effectively, the tasks of government are broken down into different parts like ministries which is geared towards the achievement of the goals of the government.
These ministries and department will then be the instruments for the provision of the major services of the government which include maintenance of law and order, maintain territorial integrity of the country, provision of basic infrastructure, provision of certain goals and services which pirate organization will not be able to provide.
The National Drug Law Enforcement Agency is Nigeria’s sole body that regulates and eliminates the growing processing, manufacturing, selling, exporting and trafficking of hard drugs. It is a parastatal of the federal ministry of health NDLEA was established via decree 48 of 1989 and the decree prescribed stiffer penalties for convicted offenders. Section II(2a) of the decree provides a jail term of not less than 15 years for any person who conspires with AIDS, Abets, Counsels or attempts to council”. Any of these offences through policing of drug did not commerce until 1990 although Babangida had abolished the death planarity for convicted drugs dealers. 1.2 Statement of the Problem
Government regulatory agencies have over the years been sees as an important ingredients from national development National Drug law Enforcement Agency was established in order to safeguard public wealth by ensuring eradication of drug addiction.
However in their effort to discharging all this duties and responsibilities, they have faced different problems like insecurity of staff un-expected drug traffickers activities, insecurity of reporters of cases of drug addicts, also lack of corporation from other related agencies plus others. These problem have actually hindered the progress of eh regulatory agency from operating as an automatic instrument for national development. These and many other problems brought about this study.
1.3 Objectives of The Study
This study looks forward to identifying the activities and workings of NDLEA as a government regulatory agency in attempt to foster socio-economic development. Also the study looks into the impacts or contributions the agency was made on the economic and the public at large.
This study hopes to Marshal out in a distinct way the problems/challenges faced by this regulatory agency (NDLEA) on the course of discharging their major responsibility of eradicating drug trafficking and safeguarding the health of the country.
More so, this study hope sot bring to light some opportunities and strategies to be adopted by the government regulatory agencies to help them in discharging their duties and create a drug free society that will enhance the attainment of National development.

The research work will be useful and moreover be a source of information to the followings
• Government with this research work will be witty and aware of the extent the activities of NDLEA has contributed in national development in Nigeria. It will also be of great significant in examining the area of weakness and how best to improve them for effective regulation.
• To the academic, the research work will help them formulate more theories and strategies that will enhance the effectiveness of NDLEA in ensuring drug and trafficking counter. It will also contribute to the enrichment of literature on NDLEA and serve as a body of reserved knowledge to be referred to by researchers.
1.7 Scope of the Study
The scope of this study is centered on Government regulatory agencies and national development in Nigeria a study of national drug law enforcement agency.
1.8 Limitation of the Study
1. Financial constraint- Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).
2. Time constraint- The researcher will simultaneously engage in this study with other academic work. This consequently will cut down on the time devoted for the research work.
1.9 Definition of Terms
Regulatory Agency: A regulatory agency (also regulatory authority, regulatory body or regulator) is a public authority or government agency responsible for exercising autonomous authority over some area of human activity in a regulatory or supervisory capacity.
NDLEA: The National Drug Law Enforcement Agency (NDLEA) is a Federal agency in Nigeria charged with eliminating the growing, processing, manufacturing, selling, exporting, and trafficking of hard drugs. The agency was established by Decree Number 48 of 1989.
Drug trafficking: The illegal drug trade or drug trafficking is a global black market dedicated to the cultivation, manufacture, distribution and sale of drugs that are subject to drug prohibition laws. Most jurisdictions prohibit trade, except under license, of many types of drugs through the use of drug prohibition laws.
