1.1 Background of the Study
Road network infrastructure constitutes major part of inland transportation system in Nigeria. It is estimated to account for over 95% of all passengers and freights traffic and reaches most communities in the country. Efficient and reliable urban road transportation system therefore has the potential to promote growth and reduce poverty in the urban communities. This makes urban road infrastructure one of the important assets for socio-economic development in the country. Urban road network which represents about 18.5% of the entire network infrastructure plays very significant role in the national development since majority of economic activities take place in the urban communities in the country. The major problem confronting road managers in Nigeria and in many developing countries especially in the sub Saharan region is the issue about inadequate funding for road development and maintenance.
Inadequate road maintenance causes irreversible deterioration of road infrastructure thereby preventing the realisation of the long term impacts of road improvements on national development, such as increased agricultural production, access to markets and health facilities (Wasike, 2001). Roads in poor condition increases accident rate and their associated human and property cost and aggravate isolation. Studies have shown that roads in poor condition constrain mobility and significantly raise vehicle operating costs (Burningham and Stankevich, 2005).
The reason for designing a computerized management information system is to give the best assistance to management for routine decisions in order to achieve minimized downtime and also extend useful life of equipment at minimum cost. The maintenance [William and R. Keith, 1999] activity can save costly machines and machine repairs necessitated by neglect of regular services, but the primary saving has to be gained in manpower by implementing a computerized system, the detailed clerical tasks which are necessary for maintenance department are greatly simplified.
Record keeping is also made easier because input data can be automatically updated and equipment record can be standardized and up to date. Computers offers unmatched [Daryl Mather, 2003] speed, performing repetitive tasks, releasing us forms more critical, creative activities. It performs tasks repeatedly without error, avoiding the fatigue that affects humans. A computer can be efficiently used to store the data and supply the required information in the form of print outs at right time to management. Formulation of ideas of maintenance, ideas day to day standings, final monthly or yearly analysis etc., are the targets of the maintenance department. The different researchers have worked in Maintenance Management for different fields are as follows Damilare T. Onawoga and Olasunkanmi O. Akinyemi [Damilare and Olasunkanmi, 2010 ] have presents the impact of maintenance as one of the competitive factors in an overall business strategy.
Manufacturing industries and business organizations are set up primarily to meet the thirst or need for a particular commodity. Haron et al, 2010 have presents the requirements, design and prototype implementation of a system for managing Preventive Maintenance (PM) in an industrial plant. Faremi and Adenuga, 2012 have focused on maintenance management practice in banking industry in Lagos state, Nigeria. It assessed the operational state of bank buildings, the factors affecting maintenance management of bank buildings, the maintenance management strategy used in maintaining bank buildings and the adequacy of funds available for maintenance management of bank buildings within the study area. Adenuga and Olumide, 2012 have investigated in their study the maintenance management practice in public hospital buildings in South-west, Nigeria, and identified the essential skills for maintenance managers in a hospital built environment.
1.2 Statement of Problems
With respect to the road travel, it is important to evaluate the extent and quality of the road network. As be seen from a tour of rural areas, many roads that have been constructed, are in a terrible state of disrepair. As with so many things in post-oil-boom Nigeria, many rural areas are only accessible by car in the dry season. Certain stretches of rural roads are so bad that motorized vehicles have by-passed the original road way to form new dirt tracks, other portion of rural roads have been reduced to one lane. Thus, small areas decay can very rapidly expand under the forces of erosion and weathering in the rainy season. Much of the problems associated with the erosion of road ways are compounded by the lack of adequate drainage infrastructure (which also make driving hazardous during heavy rains). While Nigeria are not forced to address maintenance problems derived from recurrent freezing and thawing (like temperate area of the United States), they do have to deal with intense seasonal rain.
Another issue that directly relates to urban transportation is city planning, while the extent and effectiveness of planning in Nigeria cities varies to some extent, most urban areas are forced to deal with city regions where no formal planning was conducted. Hence transportation routes are often confined to pre-existing routes that may not always follow optimum courses. A diagrammatical example of planning done after development occurred in the city of Ibadan in 1980’s. Under military direction, city workers bulldozed swaths of houses and business, making ways for new streets. While this action probably improved traffic flow in certain part of the city, it clearly violated the human rights of the people affected by the removal process.
1.2 Aim and Objectives
• To study thoroughly the existing system and problems faced by the organization while using existing system.
• To design web-based computer based system for maintenance management information system.
• To design and develop a computerized maintenance management information system with the help of any latest front end and back end software for FERMA, Enugu branch on the requirement of the management to maintain the maintenance and other activities of the organization.
• To identify the problems faced in the implementation of developed computer maintenance management information system in the selected organization.
1.4 Significance of the Study
On-line road maintenance management information system increase the speed with which access is made to data. Hence data can be retrieved or processed when necessary about a road. However, in on-line road maintenance management information system data are:
i. Collected in full with accuracy
ii. Generated at appropriate time
iii. Kept up-to-date and accurate in file process properly, accurately to provide good information.
1.5 Scope of the Study
The scope of this study is center on design and implementation of road maintenance management information system (a case study of FERMA, Enugu branch).
1.6 Limitations of the Study
Usually, every work has some limitations and this study is not exempted.
The two major limitations of this study are the high programming technique as well as financial constraints. The high programming technique constraint in PHP, JQUERY and MYSQL prevents the researcher to have an in depth study and analysis on the subject matter. While the issue of financial constraint limits the frequency of investigation to/from the institution toward gathering the necessary information relevant for the study.
1.7 Definition of Terms
DESIGN: Creating an object’s form and function. Design can involve making products, machines, and structures that serve their intended purpose and are pleasing to the eye as well.
IMPLEMENT: To put something into effect or action.
INFORMATION: Information is a data that has been processed in a useful format that will enable an individual to gain knowledge in order to make decision.
ONLINE: Activated and ready for operation; capable of communicating with or being controlled by a computer “An online database”.
SOFTWARE: Computer software are programs (instructions) that control and co-ordinate the activities of the computer hardware and direct the processing of data.
SYSTEM: A system can be said to be a group of things or a set of components, ideas, theories, procedures etc working together for which a particular or specific objective can be achieved.
INTERNET: this is a global connection of computer network co-operating with each other to exchange data using common software standard protocols
DATA: These are raw fact that to proposed into meaningful information
MANUAL SYSTEM: Any system that does not involve the use of electronic computer.
COMPUTERIZED SYSTEM: This is process of operation of integrated with a computer system.
USERS: An agent either human agent, (en 0 user) or software agent who uses a computer or network services.
ACCESSIBILITY: A general term used to describe the degree to which a product, device, or environment is accessible by as many people as possible.
DATABASE: A systematized collection of data that can be access immediately and manipulated by a data processing system for a specific purpose
ROBUSTINESS: The ability of a compute to cope with errors during execution or the ability of an algorithm to continue to operate despite abnormalities in input calculation etc.

Also called a filename extension, this suffix preceded by at least one period, is generally one to five characters long but the norm is usually three characters in length.
Email: – Email, also sometimes written as e-mail, is simply the shortened form of electronic mail, a protocol for receiving, sending, and storing electronic messages. Email has gained popularity with the spread of the Internet. In many cases, email has become the preferred method of communication.
TCP/IP: – This often used but little understood set of operations stands for Transmission Control Protocol/Internet Protocol. TCP/IP is the combination of the two and describes the set of protocols that allows hosts to connect to the Internet. In actuality, TCP/IP is a combination of “more than those two protocols, but the TCP and IP parts of TCP/IP are the main ones and the only ones to become part of the acronymthat describes the operations involved.
