TECHNICAL REPORT ON THE PROPOSED PARAMOUNT RULER’S RESIDENCE FOR IBESIKPO ASUTAN LOCAL GOVERNMENT AREA, AKWA IBOM STATE

The traditional setting is recognized as the primary level of government
in any state. At this level, the proximity between the rulers and the people is
being placed at a very close range. Considering this, the researcher taking his
Local Government as a study point decided to research into the traditional
residence of the highest traditional residence of the highest traditional ruler who
is the paramount ruler. With aid from various sources and from the knowledge
gained, the researcher was able to carry out a more befitting design for the local
government to house the paramount ruler. To arrive at this research, information
was gathered through interviews, case studies, books etc. It is hoped that this
report shall be a good guide in the future for the design of similar residences
especially in Ibesikpo Asutan Local Government Area.
1.0 INTRODUCTION In the past, societies had evolved various systems of political administration based on the peculiarities of the various ethnic groups. These institutions had executive, judicial and legislative control in their domain and exerted sovereignty over the people. A clan which is the agglomeration of some villages with common interest and customs had the clan head and as the overall and at the highest stage of traditional rulership is the paramount ruler. In a broader sense, a paramount ruler is a traditional ruler who is the holder of the highest primary executive authority in an indigenous (local) government and is appointed to the position in accordance with the custom and tradition of the land. The home of Paramount Rulers is known and regarded as palace. Long before now, palace residences in Nigeria where of mud walls and thatch roof which was an indigenous way of building structures. But in the 21st century, things have changed though the culture, belief and tradition of the land is still reflected on the design. This project is a proposed paramount Ruler’s residence for Ibesikpo Asutan local government area. The design compromises of both public spaces like the court, administrative block, coronation/ ceremony space as well as the private space which shall include the residential abode of the paramount (inclusive the palace hall). Also, residential spaces shall be provided for the guest, helpers and also a traditional kitchen among other site features.
1.1 LOCATION AND EXTENT
IBESIKPO ASUTAN LOCAL GOVERNMENT AREA
Ibesikpo Asutan Local Government is a local government in Akwa Ibom state,
located in the south south region of Nigeria with coordinates: 4o46’0”N
7o57’0”E / 4.76667oN (Wikipedia).
1.2 STATEMENT OF THE PROBLEM
Improper location of the proposed Paramount Ruler’s Residence especially
away from where the bulk of the people reside could tamper with the purpose
for the creation of the residence since it will be difficult for the people to reach
their leader easily.
1.3 AIM AND OBJECTIVE
The following are the aims and objectives that this project seeks to achieve:
i) To serve as a guide to future designers and architect who might find
interest in undertaking traditional designs.
ii) To achieve adequate planning of space and orientation of the building
with respect to the functions
iii) To serve as a guide in the planning of both private and public spaces/
facilities within the palace site thereby producing a standard design.
iv) It would also serve as a future reference material in the departmental
1.4 JUSTIFICATION OF THE PROJECT
Having taken a close analysis of traditional buildings in Nigeria
especially in Akwa Ibom state, conclusion has been drawn that the architecture
of these buildings is far behind what is obtained in contemporary times. Palaces
of Paramount Rulers are now vague with nothing in it to demarcate it as a
highly respected building among other buildings in the locality.
Due to the deficiencies in the present state of the Paramount Ruler’s
residences, the project is designed to make this calibre of building the type that
speaks for itself by integrating various modern concepts into the design of the
building and while doing this, not letting go totally the traditional symbols and
features a traditional building is identified with.
1.5 SCOPE AND LIMITATION
A Paramount Ruler’s residence is meant to service an entire local
government area though at rare cases, provisions are made to accommodate
visitors outside the local government jurisdiction.
The design of the residence shall accommodate all necessary functions
expected to be carried out in a palace of it magnitude.
1.6 DEFINITION OF TERMS
In the course of this report, various terms that need clarification especially to
those outside the architectural field shall be encountered and thus needs to be
explained. Among others are:
i) PARAMOUNT RULER
A paramount ruler is a traditional ruler who is the holder of the highest primary
executive authority in an indigenous local government and is appointed to the
position in accordance to the custom and tradition of the land.
ii) LOCAL GOVERNMENT AREA
A local government area is an administrative division of a country that a local
government is responsible for. Each local local government area is administered
by a local government council consisting of a chairman who is the chief
executive of the local government area and other elected members who are
referred to as councillors. (wikipedia)
A palace is a grand residence, especially a royal residence or the home of the
head of state or some other high ranking dignitaries (wikipedia). For the purpose of
this report, palace is limited to the grand residence of a high traditional ruler,
most specifically the paramount ruler.
iv) PALACE HALL
A space in the palace specially designed for the meetings of top traditional
rulers of the various clans and sub-clans in the local government.
v) CEREMONY GROUND
This refers to an open space within the site specifically assigned for outside
functions slated to be organized within the palace environment.
This refers to a room in a residential house for relaxation and probably
socializing. It could be called other names such as living rooms, sitting rooms
(wikipedia). For the purpose of this report three major lounges are identified- main
lounge, family lounge and children lounge.
A gazebo is a pavilion structure sometimes octagonal, circular or turret shape
often built outside the main building serving as an outdoor relaxation spot
viii) VILLAGE COURT
This a building in the site meant for general village meetings probably of the
various village heads or at special occasions for the settlement of disputes that
are beyond the jurisdiction of the family, village and clan heads.
ix) WAITING ROOM
Waiting room is a part of the main residence were people sit or perhaps stand
while waiting for their turn to probably meet the paramount ruler or appear
before the councils of high chiefs in the palace hall.
